Govt significantly enhanced financial assistance for farm sector in last 10 years

New Delhi, Feb 16 (IANS) Farmer unions in Punjab are accusing the Central government of doing injustice to them, however, official data has revealed that the present regime has provided financial assistance to the farming community more than ever.

According to the official data, in 2013-14, the budget allocation for the Agriculture and Farmers’ Welfare Ministry was Rs 27,662.67 crore. This has been increased to Rs 1,25,035.79 crore in 2023-2024. The food grain production has also increased from 265.05 million tonnes in 2013-14 to a record 329.69 million tonnes in 2022-23, which is the highest-ever food grain production.

The horticulture production was 351.92 million tonnes in 2022-23 which is also the highest ever (as per second advance estimates).

The data showed that the Agri and allied exports have increased from $50.24 billion in 2021-22 to $53.15 billion in 2022-23 which is an increase of 5.8 per cent.

The government has also increased the minimum support price (MSP) for all mandated Kharif, Rabi and other commercial crops with a return of at least 50 per cent overall India weighted average cost of production, each year, since 2018-19.

Similarly, the MSP for Paddy (common) has increased from Rs 1345 per quintal in 2013-14 to Rs 2203 per quintal in 2023-24. The MSP for Wheat increased from Rs 1350 per quintal in 2013-14 to Rs 2125 per quintal in 2023-24.

The figures also showed that since 2018-19, 115.32 LMT of pulses have been procured under the Price Support Scheme (PSS) having the MSP value of Rs 63,034.55 crore paid to 63,11,631 farmers. Since 2018-19, 51.75 LMT of oilseeds have been procured under the PSS having the MSP value of Rs 26,328.41 crore benefitting 23,55,876 farmers.

Further, during the Khairf 2023-24 season, 2,29,382.92 MT of oilseeds, pulses and copra have been procured till date from 1,37,957 farmers having the MSP value of Rs 2,228.55 crore.

Since 2018-19, a quantity of 44.77 LMT was sanctioned for implementation of the Market Intervention Scheme (MIS) for procurement of perishable agricultural and horticultural commodities such as apple, potato, onion, garlic, mango and turmeric. As many as 5,679.7 lakh farmer applications have been insured under the scheme from 2016-17 till 2023-24.

A total of Rs 1,55,977 crore has been paid as the claim against the farmers’ premium of Rs 31,139 crore, the data showed.

Since 2018-19, Rs 2.81 lakh crores have been transferred through Direct Benefit Transfer (DBT) to more than 11 crores farmers through various instalments. Since 2018-19, Rs 8,92,993 crore has been paid out as fertilizer subsidy with a total sold quantity of 3725 LMT.

Institutional credit for the agriculture sector is increased from Rs 7.3 lakh crore in 2013-14 to Rs 20.39 lakh crore in 2023-24 (till 31.01.2024) for 1,268.51 lakh accounts.

The benefit of concessional institutional credit through Kisan Credit Card (KCC) at 4 per cent interest per annum has also now been extended to Animal Husbandry and Fisheries farmers for meeting their short-term working capital needs. As of March 31, 2023, there were 73,470,282 operative KCC accounts with an outstanding amount of Rs 8,85,463 crore, revealed the figures.

During the period from 2014-15 to December 2023, an amount of Rs 6,405.55 crore has been allocated for agricultural mechanization. As many as 15,23,650 units of machines and equipment have been provided to farmers on subsidy. So far, 7,960 Farmer Producer Organisations (FPOs) have been registered under the scheme with an equity grant of Rs 145.1 crore released to 3187 FPOs.

A new Central Sector Scheme was also launched in 2024 in which financial assistance at 80 per cent of the cost of drone and accessories charges up to a maximum of Rs 8 lakh will be provided to 15,000 women Self Help Groups (SHGs) for purchase of drones.

Since the inception of the National Agriculture Market or eNAM, 1389 ‘mandis’ of 23 states and 4 Union Territories have been integrated with the platform and more than 1.77 crore farmers and 2.53 lakh traders have been registered. Under the Rashtriya Krishi Vikas Yojana (RKVY) Agri-startup Programme, since 2019-20, 1,524 start-ups have been selected and Rs 106.25 crore has been released as grants-in-aid for funding these start-ups.

Since the declaration of the International Year of Millets (IYM) 2023 by the UNGA in 2021, the government has taken a proactive multi-stakeholder engagement approach to achieve the aim of IYM 2023 and taking Indian millets globally. The government has also promoted Pension Schemes for farmers and agricultural labourers.

Since 2014, the government has taken several initiatives such as Pradhan Mantri Kisan Maandhan Yojana (PM-KMY), and Pradhan Mantri Shram Yogi Maandhan Yojana (PM-SYM), amongst others, to ensure old age protection to the farmers and agricultural labourers of the country.

Over 36 lakh farmers and agricultural labourers are registered in the PM-KMY (23 lakh) and PM-SYM scheme (13 lakh), the data revealed.

Rapid population growth hampers ability to provide resources: Ashok Chaudhary

New Delhi, July 11 (IANS) On World Population Day, Bihar’s Rural Works Department Minister, Ashok Chaudhary, spoke about population control, describing it as an issue that requires meaningful discussion.

He expressed concern that despite the country’s progress in various sectors, such as mining, electricity production, and living standards, rapid population growth hampers the ability to provide adequate resources.

“For instance, although we are now producing significantly more electricity than we targeted 25 years ago, we still cannot supply power to all due to the rising population,” he said.

Ashok Chaudhary emphasised the need for meaningful discussions on this issue before reaching any conclusions.

He stressed that in a democratic country, the implementation of a population control law cannot be decided arbitrarily, instead proper debate is necessary, involving all stakeholders, including political parties and civil society, to formulate an effective policy.

Meanwhile, speaking to IANS regarding several bridge collapses in Bihar recently, he said that the collapsed bridges were under construction and admitted to lapses.

He pointed out that the engineers were not careful and SOPs were not followed.

“Teams from IIT and machines have been called in to examine the bridges. If the investigation reveals that proper measurements were not followed, the engineers involved will be dismissed, and FIRs will be lodged against the contractors”, he said.

In the last three weeks, 16 bridges have collapsed in Bihar and the Opposition is continuously questioning Chief Minister Nitish Kumar’s government on the issue of poor infrastructure development.

UNSC, WTO need urgent reforms to make them inclusive: Om Birla at BRICS forum

Saint Petersburg (Russia), July 11 (IANS) Lok Sabha Speaker Om Birla, who is leading the Indian delegation at BRICS Parliamentary Forum in Russia, has hailed the grouping’s expansion and, at the same time, reiterated India’s stance of reforming the working of the United Nations and its bodies.

“BRICS represents the interests of developing countries. We are happy today that BRICS is striving to establish a more inclusive global government system,” Om Birla said in his remarks at the Plenary Session of the two-day 10th BRICS Parliamentary Forum meeting which began in St Petersburg on Thursday.

At the session, titled ‘The BRICS Parliamentary dimension: Prospects for strengthening inter-parliamentary cooperation’, Om Birla extended a warm welcome to the Parliaments of Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates to the BRICS forum.

“India believes that the inclusion of the new members will strengthen BRICS family and will provide impetus to our endeavours for a shared and better future for humanity. We believe that international organisations like the UNSC and WTO also need urgent reforms to make them inclusive in a similar manner so as to make global governance more democratic and inclusive,” he said.

The Lok Sabha Speaker also thanked Russia for supporting India’s candidature for a permanent seat in an expanded United Nations Security Council (UNSC).

India, a founding member of the United Nations, is actively engaged in the ongoing Inter-Governmental Negotiations (IGN) on UNSC reforms at the United Nations and has been working with other reform-oriented countries through its membership of the G-4 (India, Brazil, Germany, and Japan) and the L.69 Group (cross-regional grouping of developing countries of Asia, Africa and Latin America).

Emphasising the role of Parliaments in fostering transparency and accountability, Om Birla also urged for collaboration among legislatures worldwide.

The Indian delegation at the forum also includes Rajya Sabha Deputy Chairman Harivansh, Rajya Sabha MP Shambhu Sharan Patel, Lok Sabha Secretary General Utpal Kumar Singh and Rajya Sabha Secretary General PC Modi, among other officials.

The forum is being held with the theme of ‘Role of Parliaments in Strengthening Multilateralism for Just Global Development and Security’.

The Lok Sabha Speaker is scheduled to hold bilateral meetings with Parliament Speakers of other countries at the sidelines of the event.

Apart from the BRICS countries, which include four new members (Egypt, Ethiopia, Iran and the United Arab Emirates), Speakers and Parliament members from other invited countries – including Azerbaijan, Armenia, Belarus, Kyrgyz Republic, Tajikistan, Uzbekistan and Turkmenistan – and the Chairperson of the Inter-Parliamentary Union, Tulia Aksen are participating in the meetings at the forum.

Need for greater efficiency to compete with other defence PSUs: MoS Defence

Kolkata, July 11 (IANS) Minister of State (MoS) for Defence Sanjay Seth on Thursday said that there is a need for greater efficiency to compete with other defence PSUs.

“There is a need for greater efficiency to compete with other Defence PSUs as well as private sector firms that are now manufacturing high-quality military hardware. The Defence Ministry will provide all the support to AWEIL to use its skilled, qualified and experienced workforce and collaborate with associated establishments to meet the nation’s requirements for top-quality material,” MoS Defence said during his meeting with the West Bengal & Sikkim Directorate of the National Cadet Corps (NCC) at the NCC Institute on the Maidan in Kolkata.

The MoS also visited the 220-year-old Gun and Shell Factory (GSF) in Cossipore, which is now a part of the Advanced Weapons and Equipment India Ltd (AWEIL). AWEIL has exported material worth Rs 615 crore since corporatisation which includes medium-calibre weapons, small arms, artillery gun parts and ammunition hardware to several countries in Europe, America, the Middle East and Asia.

Maj Gen Vivek Tyagi, ADG, NCC, West Bengal & Sikkim Directorate also briefed the MoS on the achievements of the cadets and the need for training academies for them in both West Bengal and Sikkim.

MoS commended the NCC cadets for their selfless commitment towards social welfare and nation-building.

He also visited the Army’s Eastern Command headquarters at Fort William, Kolkata and was briefed on the operational and logistics aspects.

He interacted with officers and soldiers and appreciated their role while serving in inhospitable terrain, even in inclement weather.

Punjab again fails to procure maize crop on MSP: Sukhbir Badal

Chandigarh, July 11 (IANS) Shiromani Akali Dal (SAD) President Sukhbir Badal on Thursday demanded Punjab Chief Minister Bhagwant Mann’s resignation for failing “for the third time in a row” to purchase maize crop as per the minimum support price (MSP) despite promises.

He also demanded the AAP government compensate farmers for the losses suffered by them through the ‘Bhavantar’ scheme which was not being implemented in the state.

“All farmers who have sold their maize, moong, and sunflower crops at rates less than the stated MSP should be compensated immediately.”

In a statement here, the SAD President also accused the Chief Minister of duping farmers in the name of diversification, saying Mann had first encouraged farmers to grow moong, maize and sunflower and given a “guarantee” that the entire crops would be procured as per MSP. However, when the time came to procure these crops, farmers were left at the mercy of private players and suffered huge losses.

“The AAP government’s much-hyped diversification plan is also in tatters due to the manner in which the Chief Minister reneged on this promise to procure these crops,” Badal added.

He also demanded the government introduce MSP for vegetables, asserting farmers were being exploited by traders and were being forced to sell short. He called for providing insurance cover to vegetable farmers as they often faced huge losses due to inclement weather.

Rajasthan Investment Summit will create jobs for youth: CM

Jaipur, July 11 (IANS) Rajasthan Chief Minister Bhajan Lal Sharma on Thursday said that the Rajasthan Investment Summit will be announced soon in which big industrialists from across the country and abroad will participate.

“Through this summit, investment in the state will increase and new employment opportunities will also be created. Self-employment opportunities for the youth will be given priority,” the Chief Minister said while addressing the gratitude meeting of the youth for the announcements made in the revised budget 2024-25.

He said that in the Budget, one lakh jobs have been announced for the youth this year.

“The state government will provide maximum employment opportunities to the youth in all sectors including public, private and commercial. There is no dearth of talent among the youth in the rural area, there is a need to bring that talent to the fore,” the Chief Minister said.

He said that youth are the future of the country and Rajasthan will write a new chapter of progress with the energy and enthusiasm of the youth.

“Our government is working every moment and every second to fulfil the dreams of the youth and their aspirations,” the Chief Minister said.
